The Navy's FY2027 shipbuilding book gave the reason in the flattest language a budget document allows: construction-footprint constraints. There is not enough physical space at Newport News to assemble the future USS Doris Miller, so the fourth Ford-class carrier slipped 2 years to 2034 and the 50-year-old USS Nimitz was held past her retirement to cover the hole. Money did not cause this and money cannot fix it.
