Chennai floods: Why were drones missing in action for so long?

The Indian city of Chennai is home to the country's first drone police unit which was set up at the cost of ₹3.6cr or approx $450K and was inaugurated in June 2023. The southern Indian city which faced wrath of floods this week also houses a government-run Unmanned Aerial Vehicle Corporation, and several drone firms. Therefore, one would expect drones to be part of government's disaster management and response strategy.
