Customer Karen Webber purchased underweight beef brisket twice over the past year at a Loblaw-owned Real Canadian Superstore in Dartmouth, N.S., criticizing grocers for attempting to "can't be making extra money off of packaging."
Organic air-chilled chicken at Farm Boy commanded the highest added costs at $1.35 per pack. Testing at Thrifty Foods revealed added costs of up to 9.8 per cent across multiple organic chicken packages.
Loblaw apologized, stating the problem was limited to a "small number" of stores, while the Canadian Food Inspection Agency has ramped up spot checks since January 2025 but issued only warnings to retailers.
Former inspector Terri Lee, who spent 24 years with the regulator, urged larger fines, stating "People are getting ripped off." The federal government is reviewing fine limits, with outcomes expected in its 2026 budget.
