CASPER, Wyo. — A Casper resident who admitted to having sex with a girl who was 13 years old at the time was sentenced to seven to 10 years in prison on Tuesday morning. “I truly am sorry,” 19-year-old Tony Allen Belanger told Judge Kerri Johnson.
