Canada adds 4 new groups to list of terrorist organizations
The listings impose asset freezes, criminalize dealing with group property, and enable immigration actions against violent extremist networks targeting youth, officials said.
- On Dec. 10, 2025, Ottawa added 764, Maniac Murder Cult, Terrorgram Collective and Islamic State‑Mozambique to the Criminal Code list of terrorist entities.
- Public Safety Canada said the networks target young people using social media and online gaming to recruit, while 764 glorifies violence and engages in crimes including sextortion, the ADL says.
- The listings require property in Canada to be frozen and reported to the Canadian Security Intelligence Service or the Royal Canadian Mounted Police, prohibit providing financial services that benefit the groups, and allow Immigration and Refugee Protection Act use to deny admission to foreigners.
- Public Safety Minister Gary Anandasangaree said the groups prey on at-risk people, especially youth, and `they must be stopped`.
- The department said Islamic State‑Mozambique, an armed insurgent group based in Mozambique, seeks to seize territory and is an affiliate of the Islamic State group.
