While the internet and telecommunications diffused political power, the next wave of technological innovation could have the opposite effect. If current trends in AI development and deployment continue, the openness that long gave democracies their edge might become the cause of their undoing.
Technology once promised to disperse power. The first visionaries of the Internet dreamed that the digital revolution would give people the possibility to free themselves from ignorance, poverty and tyranny. And, for a time, it did. Today, however, increasingly sophisticated algorithms learn not only to predict, but also to influence our decisions, enabling forms of centralized surveillance and control that do not hold anyone accountable.
