- Public backlash forced a review of the initial pardon list after many Nigerians condemned it, prompting President Bola Ahmed Tinubu, GCFR to consult the Council of State and order a further review under Section 175.
- The revised list deleted several convicts guilty of serious offences, but President Bola Ahmed Tinubu, GCFR still pardoned 15 people and commuted death sentences for four people.
- The President ordered the Secretariat relocated to the Federal Ministry of Justice and the Attorney‑General of the Federation to issue new guidelines, while the approved list was sent to the Nigerian Correctional Service and instruments of release executed.
- Officials said the review aims to restore public confidence and uphold security considerations, appreciating feedback from President Bola Ahmed Tinubu, GCFR, victims and law enforcement agencies, and the general public and stakeholders.
