Boone County clerk resigns amid theft and fraud allegations

BELVIDERE, Ill. (WTVO) — Boone County Clerk Julie Bliss resigned her position last week, the same day she agreed to a plea deal on accusations of theft, wire fraud, and official misconduct. Bliss was arrested in August 2023 and has been on administrative leave ever since. Her arrest came after a clerk's office employee reported irregularities in two county bank accounts. Bliss is due back on court on September 2nd.
