"Blue water" flows into river, halting water intake at water purification plant for 4.5 hours; causative substance cannot be identified in Osaka

At around 11:00 on the 9th, the local irrigation association contacted Ikeda City, Osaka Prefecture, to report that "blue water was flowing" in an irrigation canal in Furue-cho, Ikeda City. 15 minutes later, city officials also confirmed that the water appeared to be colored blue.
