Bihar SIR: Most of the 21 lakh names added in final list are new voters, ECI tells SC - The Statesman

The Supreme Court questioned the Election Commission's transparency in excluding 3.66 lakh voters during Bihar's electoral roll revision before November elections, amid confusion over voter reinstatement.

  • On Tuesday, October 7, the Supreme Court of India asked the Election Commission of India to provide details of 3.66 lakh voters excluded from the final roll and listed the matter for further hearing on Thursday .
  • Following the revision, the Election Commission of India data indicate that the final electoral roll lists nearly 7.42 crore voters after the Special Intensive Revision, which initially removed 65 lakh names and later added about 21 lakh.
  • Petitioners including RJD, Congress, CPI and senior advocates said deleted electors were not notified and could not appeal, while Election Commission of India lawyers responded that deletion orders were issued and no affected voter approached the court.
  • The court emphasised that every individual has a right to appeal against exclusion from electoral rolls and said `It should not look like a roving enquiry. If we are prima facie satisfied, we can pass orders`, Justice Kant said.
  • To resolve confusion, the court asked petitioners and activists to urge the Election Commission of India to publish deleted names online, noting draft and final electoral rolls allow comparative analysis.
