TORRANCE – The rider of an electric bicycle was seriously injured early Saturday in Torrance by a hit-and-run driver who was later arrested. The crash occurred about 12:30 a.m. Saturday at Hawthorne and Artesia boulevards, according to Torrance Police Department Lt. Fareed Ahmad.
