After the Government of Montenegro invited all municipalities to nominate projects for potential investments from the United Arab Emirates (UAE), responses from local governments are arriving at different rates - some have already submitted proposals, others have not yet, while some municipalities, especially in the north, say they do not have the capacity for large projects, writes Podgorica's Vijesti.
