Harvey Daniel Hill was born in Delaware County, Ohio on July 20, 1839 to Caleb and Elizabeth Hill. He had just begun medical school when the Civil War began. He served in the 32nd Ohio regiment of volunteers. Seven months later he was transferred to the medical department in which he had charge over the government dispensary at Springfield, Ohio.
