2026 midterm election: Which states allow mail-in voting?
Nearly one in three voters cast ballots by mail in 2024, according to the U.S. Election Assistance Commission.
On Saturday, President Donald Trump encouraged voters to "vote early, vote by mail or vote in person on Election Day" in a video posted on Truth Social.
Since 2000, the availability of mail-in and early voting in states has increased significantly; eight states and the District of Columbia now offer universal mail-in voting for their elections.
In mid-September, the Supreme Court blocked the Postal Service from enacting new mail-in voting restrictions, though the high court did not rule on the legality of the executive order.
Mississippi remains the only state requiring voters to provide a reason for mail ballots without offering early in-person voting, a contrast to 2000 when only 21 states allowed no-excuse voting.
Trump also promoted the Republican Party website, Swamp the Vote USA, which offers guidance on voters' voting options as midterm turnout historically fluctuates compared to presidential election years.
