20 staffers accused of abusing students or not reporting it at Pennsylvania charter school
- In early 2025, Delaware County authorities announced charges against 20 employees at Chester Community Charter School for alleged physical abuse of 26 children in kindergarten through fifth grade and/or failing to report it.
- The investigation was initiated in January 2025 after two parents reported their children were afraid to attend the school's West Campus in Chester Township due to fear of being placed in holds by staff.
- Nine employees, including Raymond Harris and Kabree Daniels, are accused of using painful and unapproved restraint techniques, such as pinching pressure points near the neck and applying a knee to the back, on children enrolled in the school's emotional support program, with many incidents captured on surveillance footage.
- District Attorney Jack Stollsteimer stated, "This case is every parent's nightmare. We send our children to school expecting the adults will keep them safe, not abuse them physically and emotionally," highlighting the systemic and deliberate nature of the abuse.
- The investigation revealed that many employees were contracted through Peak Performers Staffing, LLC, a private firm whose founder had assured the school staff was properly trained, but none of the staffers had completed the required updated training in utilizing restraints and/or crisis prevention techniques, and the school has since ended its contract with the company, terminating accused employees and placing others on leave pending further investigation.
