11 charged in "marriage fraud" scheme for allegedly paying U.S. service members to wed Chinese nationals

Eleven defendants, including six Chinese nationals and five U.S. citizens, face charges for recruiting military members into sham marriages for green cards and military base access.

  • On Wednesday, the U.S. Department of Justice charged 11 people in a scheme recruiting Americans into sham marriages linked to the U.S. Navy, Jacksonville, Florida, authorities say.
  • The investigation shows the scheme ran from last year through Feb. 8, 2025, involving sham weddings across Florida, New York, Connecticut and Nevada to secure residency or military access for Chinese nationals and U.S. service members.
  • Recruiters used a three-step payout structure, offering $10,000 for the marriage, $20,000 after a green card, and $5,000 after divorce, while conspirators staged evidence and sought unauthorized Common Access Cards.
  • Prosecutors filed charges including marriage fraud, conspiracy, and bribery, each carrying up to five years; four former Navy personnel have pleaded guilty and await sentencing.
  • NCIS, Homeland Security Investigations and the FBI are jointly investigating whether the scheme had ties to the Chinese government, while Gregory W. Kehoe warned it jeopardizes military facility security.
