China Will Lead Creation of Open Source AI for Brics: Xi Jinping

- Xi also invited BRICS members to join the Beijing-founded World AI Cooperation Organization, a body of 29 countries with no European Union member state among them.
- Europe established its own limit in the AI Act, which exempts genuinely open models but not those carrying systemic risk, with the Commission gaining power to fine 3% of global turnover since August.
- State security minister Chen Yixin accused unnamed countries of using blacklists to "sever global AI industrial chains and supply chains," while Beijing discussed curbing overseas access to models like Qwen.
- Xi is expected to visit the United States this month for talks with President Donald Trump, with AI governance likely on the agenda as fears grow regarding technology control.
