Why doesn't anyone dare review a 27-year-old PGOU?

The General Plan of Urban Planning of Elx was approved by the Generalitat on May 25, 1998. It will be 27 years old. Although, it will actually be 28, since the City Council in full approved it, also in May, but in 1997, thus completing the municipal procedure that corresponded to the local level. Of that plenary there are still two of its members who remain councillors today.
