Why are flags at half-staff in Virginia?
The U.S. Flag Code says flags should rise to full staff at noon, marking the shift from mourning fallen service members to honoring the living.
On Monday, Gov. Ron DeSantis ordered flags lowered to half-staff across Florida in observance of Memorial Day, directing state and local buildings to display flags from sunrise until noon.
Memorial Day's roots trace to the Civil War era when communities decorated fallen soldiers' graves, with the half-staff protocol standardized by President Dwight Eisenhower's 1954 proclamation and established as federal law in 1971.
Under the U.S. Flag Code, the flag flies at half-staff until noon on Memorial Day, then raises to full height—a symbolic shift from mourning to honoring living veterans, according to the Department of Veterans Affairs.
DeSantis stated: "On Memorial Day, we honor the heroes of the United States Military who made the ultimate sacrifice for our country." A National Moment of Remembrance at 3 p.m. invites all Americans to pause in silence.
Ceremonies occur at 130 national cemeteries nationwide, including nine in Florida, though the Wounded Warrior Project reminds that for grieving families, Memorial Day remains fundamentally a solemn observance rather than celebration.
