WHO, Lula Urge G7 Action on Finishing Pandemic Treaty
Lula and WHO say the annex is the last step before the Pandemic Agreement can take effect and urge negotiators to finish it in July.
- President Lula and Tedros Adhanom Ghebreyesus urged world leaders to finalize the pathogen access and benefit-sharing annex by 17 July, calling it the final piece needed for the WHO Pandemic Agreement to formally enter into force.
- Nearly 20 million lives were lost and $13 trillion in global economic output vanished during COVID-19, prompting leaders to call for the PABS framework to ensure equitable pathogen data sharing and prevent future devastation.
- Clarifying that the WHO Pandemic Agreement does not compromise state sovereignty or authorize lockdowns, the leaders urged negotiators to prioritize consensus and empower them to finalize the annex in this round.
- Negotiators will meet from 6 to 17 July to close remaining gaps, as scientists estimate a nearly 25 per cent chance of another pandemic emerging within the next decade.
- Building on historical global health successes, the leaders characterized finalizing the agreement as "an act of hope" in a divided world, positioning it as the natural next chapter in pandemic preparedness.
