"We're just starting to shovel"

Services for children with multiple problems are being transferred from municipalities to the state according to an agreement between the governments. The state will then take over the development of nursing homes entirely. The chairman of the Association of Icelandic Local Authorities says that this has been called for for fifteen years. The Minister of Social Affairs wants to start shoveling.
