WAYNE -- At the Wayne County Commission meeting on Thursday, Aug. 6, a man wearing a purple T-shirt stood and shared a photograph of his son with commissioners. It was an out-of-the-ordinary way for a speaker to begin an address to the commission, but Bill Stewart wanted them to see the face of his son, Charlie Stewart, who died from an overdose.
