- On Monday, the Senate advanced a stopgap spending bill 89-4 that fails to renew roughly $38.6 billion in annual transportation funding, leaving states facing significant budget cuts when the 2021 infrastructure law expires on September 30.
- The 2021 infrastructure law provided $184 billion over five years for transportation programs. Ben Gilsdorf, an associate legislative director for the National Association of Counties, said in a Tuesday interview that advance appropriations funded many top priorities, though not all programs would stop without extension.
- About 30%, or $10.8 billion per year, of this funding is formula-based. California faces losses of nearly $1.1 billion, while Vermont would see $55.6 million less, according to Senate Appropriations Committee Vice Chair Patty Murray of Washington.
- Murray said Republicans did not "agree to our efforts to extend critical advance appropriations for infrastructure," while Appropriations Chair Susan Collins omitted the funding from her stopgap bill announcement, signaling partisan divisions over the extension.
- Full-Year spending negotiations will likely begin in earnest after November's elections, offering another opportunity to revisit the funding issue as states brace for the budget shortfall starting October 1.
