Schumer Lays Out Democrats' Housing Affordability Agenda
Schumer’s five-point plan targets rent reduction, homeownership access, and curbing corporate landlords amid a shortage of 4 to 7 million homes, Democrats say.
- On Thursday, Senate Minority Leader Chuck Schumer unveiled a five-point housing plan called `Opportunity Starts at Home` at a Center for American Progress event.
- Rising prices and shortages have prompted affordability pressures on households as median home price increase reached 55% and rent increase hit 33% amid a U.S. housing shortage of 4 million to 7 million homes.
- To expand access, the plan would expand rental assistance including Section 8 and emergency housing vouchers, use the Defense Production Act for modular housing, and offer down-payment assistance with homeowners insurance reform.
- Schumer framed the plan as the first of several cost-of-living proposals Democrats will detail this year, but passing it would require overcoming a Senate 60-vote legislative filibuster.
- However, prior bipartisan bills and market concentration indicate state housing law changes rose from one per year to 100 in 2025, while firms owning more than 1,000 properties account for over 10% of rentals in some metros.
