- Ramos, president of the Committee for Human Rights of Nuevo Laredo, allegedly spent over a decade "posing as a" human rights activist to fabricate military abuses protecting the CDN, the Treasury Department stated.
- According to the Treasury Department, the activist allegedly undermines Mexican "law enforcement initiatives against the cartel" to boost CDN's public image while on the cartel's payroll.
- Washington's move freezes any assets Ramos holds in the United States and prohibits Americans from engaging with him; Ramos did not immediately respond to requests for comment.
- Past allegations involving Ramos include a 2020 incident where the Mexican government reportedly targeted his phone with the Pegasus spyware program, according to the Digital Rights Defense Network.
