Union government says no to Metro Rail projects in Coimbatore, Madurai

The Union Ministry cited 2011 census figures showing populations below 2 million, recommending cost-effective bus and BRTS options instead for urban transport.

  • On Tuesday, November 18, the Ministry of Housing and Urban Affairs returned the Detailed Project Reports for Coimbatore city, Tamil Nadu, and Madurai city, Tamil Nadu to the state.
  • The Metro Rail Policy 2017 sets a 2 million population requirement based on the 2011 census, while MoHUA cited figures showing Coimbatore at about 15.84 lakh and Madurai at about 15 lakh.
  • Chennai Metro Rail Limited submitted Coimbatore DPR in July 2023, but MoHUA found corridors unlikely to generate ridership and described metros as cost‑intensive, advising bus networks and Bus Rapid Transit System.
  • Local leaders reacted with disappointment and urged the Centre to revisit the decision, with Ganapathi P. Rajkumar, Coimbatore DMK MP, and others criticising the move while Madurai MP Su Venkatesan questioned approvals for smaller cities.
  • Observers point to metros in other tier-two cities and question approval consistency as Jaipur, Kochi, and Nagpur operate metros despite not meeting the 2011 census 2 million mark, while locals say Coimbatore district voter population is 3 million and actual population is at least 4 million.
