- The report alleges Russian President Vladimir Putin, Defence Sergei Shoigu, Andrey Belousov, and General Staff Valery Gerasimov are responsible for planning these attacks. Evidence links these officials to "war crimes and the crimes against humanity," according to UN investigators.
- Investigators found "compelling evidence" that Russia trafficked persons from 29 countries, including Africa, India, and Latin America, to recruit them into its armed forces. Agents used deception or coercion, violating recruits' fundamental human rights.
