- On Monday, Oct. 19, 2026, President Volodymyr Zelensky reported delays in receiving "certain types of vital supplies," blaming the U.S. Department of Defense. Defense Secretary Pete Hegseth has not approved a significant transfer of Patriot interceptor missiles.

- Through NATO's Prioritized Ukraine Requirements List , allies fund U.S. weapons purchases. Zelensky noted the U.S. delivers only 12 Patriot interceptors to Ukraine each month.
- A NATO official countered claims of a complete stoppage, stating, "Support to Ukraine through PURL continues to flow," including air defense equipment. Ukrainian defense officials confirmed on Monday that Hegseth's approval remains pending.
- Beyond missile shortages, Ukraine has experienced disruptions to Starshield and Starlink services, hampering drone operations. These logistical challenges compound as the U.S. maintains complex diplomatic negotiations with Russia, including recent diesel supply agreements.
