PINE BLUFFS, Wyo. — Two former members of the local American Legion post were charged with felony theft after reportedly misappropriating $6,000 from the organization’s accounts. Michael A. Votruba and John Wise were recommended for felony theft charges in affidavits of probable cause filed April 7 in Laramie County Circuit Court. The were arrested April 21. Both are presumed innocent until they plead or are found guilty. The investigation began…
