- Interpol Red Notices are non-binding requests to member countries to locate and provisionally detain individuals pending extradition. Turkey previously sought similar notices in 2014 regarding the 2010 Gaza-bound Mavi Marmara raid.
- While an Istanbul court issued domestic arrest warrants for Netanyahu and 36 officials last November, no one has been arrested; the orders remain unenforceable unless defendants enter Turkish jurisdiction.
