- Among key provisions, foreign importers must maintain higher bonding and tangible domestic assets while facing a minimum 50% penalty floor for violations. The order also bars foreign Importers of Record from filing "informal entries" for low-value shipments.
- A second order reclassifies roughly 8,000 senior career positions into a new "Schedule Policy/Career" category, facilitating easier removal for poor performance or misconduct. The Department of Homeland Security has 180 days to implement these regulatory updates.
- Senior trade adviser Peter Navarro projected the customs order could generate $20-30 billion annually by cracking down on fentanyl trafficking and tariff evasion. DHS must submit legislative recommendations within 45 days and deliver a formal effectiveness report in one year.
