Trump Administration Pauses Research on Flooding Risk as over 100 Perish in Deadly Summer Floods
UNITED STATES, JUL 16 – The pause halts critical climate projection updates for NOAA’s Atlas 15 project, leaving flood risk data incomplete as flood reports more than double the monthly average, officials said.
- On July 4, 2025, the Commerce Department paused NOAA's climate projections effort, a move reported by the Washington Post and confirmed by CNN as deadly flash floods struck from New Mexico to New York City.
- Despite intensifying storms, engineers rely on outdated Atlas 14 data, and Atlas 15 was designed to recognize climate-driven changes in rainfall frequency.
- More than 130 people died in Texas’s July 4th floods with about 100 missing, and climate projections volume two was nearly complete before Commerce Secretary Howard Lutnick put it on indefinite hold despite its modest remaining cost.
- Leaving a preparedness gap leaves a gaping hole in national preparedness potentially costing lives and billions in recovery, and engineers and flood planners face outdated standards that risk under-designed infrastructure as flood threats intensify.
- The first Atlas 15 volume is due by the end of 2025, and the 2026 deadline could still be met if funding for the paused phase is restored, the NOAA official said.
