Trump Gives Contentious New York Pipeline a Defense Production Act Boost
The funding will support permitting and pre-construction work as officials seek to ease Northeast gas shortages and lower regional energy costs.
- On Monday, the Department of Energy announced up to $42 million in funding to revive the Constitution Pipeline. Energy Secretary Chris Wright said the investment, provided under Title III of the Defense Production Act, will support permitting and pre-construction work.
- First proposed in 2012, the project faced years of legal and regulatory disputes before developers abandoned it in 2020. New York regulators previously denied essential Clean Water Act water-quality permits, blocking the 125-mile pipeline connecting Pennsylvania to Northeast markets.
- Dan Koehler, principal consultant at Daymark Energy Advisors, said the project could improve reliability for millions of consumers. An independent analysis indicates the pipeline could generate up to $1 billion in economic output while displacing about 700 gigawatt-hours of fuel oil generation.
- Williams Companies is targeting 2028 for the pipeline to enter service, pending regulatory approvals. Secretary Wright told FOX Business the administration hopes construction can begin next spring, aiming to reduce blackout risk and lower regional energy costs.
- Opponents, including the coalition Stop the Constitution Pipeline, argue the project is unnecessary and cannot provide additional gas to markets. While the Federal Energy Regulatory Commission concluded the project would not impact the environment, it still faces federal and state regulatory hurdles.
