  • The Small Business Administration will ban foreign nationals and noncitizens from accessing all SBA-backed small business loans, including Surety Bond and Microloan programs, effective 30 days after publication.
  • This policy expansion follows a March 1 change that made small businesses partly or wholly owned by foreign nationals ineligible for SBA’s 504 and 7 loan programs.
  • SBA Administrator Kelly Loeffler emphasized prioritizing American citizens and U.S. nationals for SBA financing to support economic growth and job creation in the U.S.
  • During Fiscal Year 2025, the SBA approved approximately 3,358 loans to small businesses partly owned by lawful permanent residents, representing about 4% of its total 85,000 loan approvals.
