Tighter rules planned to protect people from cosmetic surgery that goes badly wrong
Only trained professionals could offer high-risk procedures, while under-18s would be barred and rogue providers could face fines of up to £4,000.
- England plans to regulate high-risk cosmetic procedures by 2027, banning treatments for under-18s and imposing criminal fines up to £4,000 on rogue providers. Minister Karin Smyth said the government intends to "drive cosmetic cowboys out of the market."
- Unregulated providers in Airbnbs and hotels previously performed procedures, causing severe injuries. In 2024, Alice Webb died after a liquid Brazilian butt lift and Sasha Dean was left in a coma following treatment in a private house.
- New regulations classify liquid BBLs and fillers injected into the body as surgical procedures, requiring only doctors to perform them. High-risk non-surgical treatments including vampire facials will be restricted to trained healthcare professionals.
- The British Beauty Council welcomed the crackdown on unsafe providers. Keith Allison of the Royal College of Surgeons called the consultation "long overdue" but warned that proposals must not create loopholes in patient protection.
- Ministers will consult doctors, businesses, regulators and the public before presenting rules to parliament in spring 2027. Scotland's existing regulatory model, which mandates cosmetic procedures occur in registered settings, may serve as a benchmark for England's framework.
