Hundreds of asylum seekers have arrived in Finland from Russia in recent weeks. An asylum seeker who has received a negative asylum decision from Finland will, in principle, be returned to his or her home country. A negative asylum application can be appealed to the Administrative Court. Until a complaint is processed, an asylum seeker cannot normally be returned.
