Ulf Fink was born in 1942 in Freiberg in Saxony and moved with the family to Bochum in 1950. After studying economics he began a political career which led him to many positions. From 1973 he worked closely at the side of Heiner Geißler, who was then Minister of Social Affairs in Rhineland-Palatinate. Fink headed the planning group for social policy there.
