Since the US announced in early September the bombing of an alleged Venezuelan narco-lanche in Caribbean waters, attacks on small boats have continued and spread to the Pacific. So far, there are ten barges attacked by U.S. forces with a balance of 57 people killed extrajudicially. The victims are Venezuelans, Ecuadorians, Colombians and Trinidadians, some of them fishermen who had gone fishing in territorial waters, according to their relatives.

The Venezuelan and Colombian governments have denounced the attacks on the boats as murders and extrajudicial executions, while dozens of NGOs, such as Amnesty International, have also questioned U.S. actions for violating international law.
