Texas Governor Orders Cybersecurity Review of Chinese-Made Medical Devices
Texas agencies must review cybersecurity of Chinese-made patient monitors after FDA and CISA warnings highlight risks of unauthorized data access and device control.
- AUSTIN, Texas — Gov. Greg Abbott ordered a review of cybersecurity policies for medical devices made in China, with reports due by April 17, 2026.
- CISA and the FDA warned that Chinese-manufactured patient monitors contain security vulnerabilities, including a possible "backdoor" for remote control and unauthorized access to protected health information.
- The order requires Health and Human Services Commission, Department of State Health Services and public systems of higher education to review facilities and attest compliance with Executive Order GA-48 while Texas Cyber Command assesses Contec CMS8000 and Epsimed MN-120 monitors.
- Reviews must specifically evaluate agency responses to FDA and CISA alerts, and state-owned medical facilities must ensure safeguards for Texans' private medical data, Abbott said.
- In context, Texas has recently operated a 'hostile foreign adversaries unit' since last year, with Attorney General Ken Paxton filing lawsuits last month, and Abbott stated 'Maintaining Texans' physical security and protecting their personal privacy, especially personal medical data, is of paramount importance.
