Cabinet adopted the finance chief's spending restrictions for the rest of the year on Wednesday, with reserves at £10m against a £14m minimum and a £13m overspend he "can't get below 12-something". Rob Stewart said the bigger risk sits in the Senedd, where a minority government failing to agree a budget would leave councils with three-quarters of their money.
