Suspicious packages in Oceanside determined to contain human waste

Suspicious packages discovered near Vandegrift Boulevard in Oceanside on Sept. 13 led to a hazardous materials response, road closure and shelter-in-place order before investigators determined the contents were human waste, authorities reported.
