VIENNA. For almost three years, real estate agencies have been paying for rents by the person who hires the real estate agent ("holder principle"), i.e. usually the landlord. The new regulation should relieve the need for housing, but also has negative effects, a study at the University of Economics Vienna and Cambridge University on the Vienna market shows.
