Windsor police Have arrested a suspect and recovered a stolen dog in downtown Windsor.Officers were called to an apartment building on University Avenue near McDougall Avenue around 11 a.m Tuesday.A complainant told police the dog left the apartment after an unknown man knocked on her door.
