India to Assume Chair of Kimberly Process From Jan 1 for Third Time

- On Tuesday, a special NIA court in Budgam ordered attachment of over 1.5 kanals of land belonging to U.S.-based Kashmiri lobbyist Ghulam Nabi Shah `Dr Fai`, directing District Collector Budgam to seize property in village Wadwan and village Chattabugh.
- Assistant Public Prosecutor Mohammad Iqbal Rather moved an application under Section 83 of the Criminal Procedure Code after the court declared Fai a proclaimed offender this year in a 2020 UAPA case, citing concealment despite opportunity to appear before the investigating officer.
- The court listed parcels—one kanal and two marlas under Khewat No 60, Survey No 466 and 11 marlas under Khewat No 136, Survey No 343 —and ordered District Collector Budgam to coordinate with revenue authorities and SSP Budgam for demarcation and attachment.
- With concealment noted, the court set an 83-day deadline and stated it was constrained to order attachment of Fai's land, Judge Yahaya Firdous said.
- The 76-year-old Fai is a US citizen who originally hails from Wadwan village, Budgam, founded the Kashmir American Council, and was arrested by the Federal Bureau of Investigation in 2011 for acting as an `unregistered foreign agent`.
