Spain's PM floats rolling over budget again due to lack of votes
MADRID - Spanish Prime Minister Pedro Sanchez suggested on Wednesday his government could roll over the budget for a second year and start working on a new bill for 2026, as the chances of passing one this year in the fragmented lower house dwindle.

The obligation of the budget
Spain is governed by a budget drawn up in 2022 with a view to 2023. As far as the legislature goes, the government has not only been unable to approve annual accounts, but has not even been able to present a draft to Congress.
