PIERRE, S.D. A new law passed by Gov. Kristi Noem on Feb. 15 will provide a 5-cent per gallon retail tax incentive for E15, a 15% bioethanol fuel blend.This creates a tax incentive on each gallon of E15 sold for calendar years 2025 through 2029.
