A coalition of local leaders from San Jose and the counties of Santa Clara and San Mateo supported the creation of a moratorium and an ordinance that would impose more obstacles to the possible installation of immigration detention centers. San Jose could become the first city in the region to impose a temporary moratorium to prevent new ICE detention centers from being authorized until more stringent local rules for this process are developed. …
