San Diego mayor to allow crews, law enforcement to clear encampments along freeways

SAN DIEGO COUNTY, CALIFORNIA, JUL 22 – San Diego's pilot program targets unsafe freeway encampments with shelter offers and aims to reduce 300 monthly public complaints, funded partly by a $400,000 state reimbursement.
