Rwanda, Congo hold first meeting of joint oversight committee under peace deal

GREAT LAKES REGION OF AFRICA, JUL 31 – The peace agreement includes joint security mechanisms aimed at ending hostilities and facilitating refugee returns while addressing long-term regional conflicts, lawmakers said.

  • On July 18, the Chamber approved a law ratifying a peace deal with the DRC to improve stability in the Great Lakes Region.
  • It aims to resolve long-standing tensions and security challenges amid decades of unrest, with Nduhungirehe citing Kinshasa's burning of Rwanda's embassy as a key concern.
  • The agreement commits both countries to respect territorial integrity, establish a joint security coordination mechanism within 30 days, facilitate refugee returns, and reaffirm UN Stabilisation Mission in the DRC's mandate.
  • On July 31, 2025, the Joint Oversight Committee convened in Washington, D.C., on schedule to oversee implementation and dispute resolution of the peace deal.
  • More than 30 days after signing, operations targeting the FDLR have yet to start, and M23 and Wazalendo fighters have reinforced front-line positions, sources say.
