One of Russia's Largest Oil Refineries Reportedly Suspends Operations After Ukrainian Attack

The Ryazan refinery stopped a unit with 80,000 barrels per day capacity after a drone strike, reducing its overall oil processing, sources said.

  • On October 23 the Ryazan oil refinery halted its CDU-4 primary crude distillation unit after a Ukrainian drone attack, Ukraine's general staff said Kyiv's forces struck the site.
  • Ukraine has stepped up attacks on Russia's energy infrastructure as peace talks mediated by U.S. President Donald Trump have not progressed, local authorities said these attacks caused motor fuel shortages.
  • The CDU-4 unit has capacity of four million metric tonnes a year, or 80,000 barrels per day, and the refinery processed 13.1 million tonnes of crude in 2024, producing 2.3 million tonnes of gasoline, 3.4 million tonnes of diesel and 4.2 million tonnes of fuel oil.
  • Sources said the plant continues processing oil at a reduced volume, and one said adjacent units including a reformer, vacuum gasoil hydrotreater, and catalytic cracker were halted.
  • The Ryazan plant, located south east of Moscow, is Russia's fourth-largest oil refinery, and oil company Rosneft, owner of the Ryazan refinery, did not respond to a request for comment.
